The Terms of Reference should require the developer to address cumulative effects from multiple drilling programs in the Beaufort Sea, not just the Kulluk program in isolation.

What lessons from the 1990-1992 Kulluk operations have been incorporated into the current environmental protection plan? It would be helpful to see a comparison of mitigation measures then versus now.
